The second SSIG took place in São Paulo, Brazil from March 22 to 26, 2010. Thomas Moerz, CEO of InterNetX, added a fresh start to the third day of the program with his informative presentation on the role of registrars in the Internet.

At this year’s South School, the Regensburg-based company delivered insight into the function of the registrar with a lecture by CEO Thomas Moerz. SSIG aims to provide Internet-oriented students, leaders and professionals in the online branch with a platform for exchange. SSIG serves to impart expert knowledge about the structures of the world wide web and stimulate impulses and ideas around the theme of Internet Governance while focusing on the Internet markets within the Latin American regional market.

“We want to motivate young leaders to get involved and take on responsibility for shaping the Internet. Knowledge of Internet governance is of utmost importance in doing this,” says Thomas Moerz. “The participants of SSIG have the chance to become aware of the possibilities and challenges that the Internet has to offer – specifically in their region. As the decision-makers and players in the network, they influence the development of the Internet socially, politically and economically. This kind of responsibility means that knowledge of themes around Internet Governance is more important than ever.”

Although the domain business forms part of the Internet’s backbone, very few understand how it works and how registrars fit into the picture. Mr. Moerz helped to fill in this gap with his lecture. He explained the role of the registrar in the Internet, giving the students an understanding of the processes and organizations involved in domain registration and management, additional registrar services, registrar positioning in the market and the typical challenges they face.

The SSIG program gave participants an all-round understanding of Internet governance – ranging from technical and security issues to economic, legal and social perspectives. It’s an excellent forum for young professionals to discuss the chances and challenges of the Internet on an expert level.

A Governança da Internet é um tema transversal a todos assuntos relacionados à Internet. Todavia, independentemente de sua enorme relevância no mundo altamente conectado em que vivemos, ainda não existe cursos de capacitação universitários que ensinem a Governança da Internet em sua integralidade.

Segundo a definição elaborada pelo Working Group on Internet Governance (http://www.wgig.org/docs/WGIGREPORT.pdf) a Governança da Internet pode ser retratada como:

“Internet Governance is the development and application by Governments, the private sector and civil society, in their respective roles, of shared principles, norms, rules, decision-making procedures, and programmes that shape the evolution and use of the Internet”.

Seu estudo envolve diversas disciplinas, tais como:

•Recursos Críticos da Rede Internet
•Segurança na Internet
•Inclusão Digital
•Economia
•Regulação da Internet e Telecomunicações
•Marco Legal nacional e internacional
•eCidadania, entre outros
Nesta década a Governança da Internet tem sido discutida em diversas oportunidades:

•Cumbre Mundial de Sociedad de la Información (2003 – 2005)
•Working Group on Internet Governance (2004/5)
•Fórum de Governança na Internet - IGF (Atenas 2006 – Rio 2007 – Delhi 2008 – Egito 2009)
•ICANN: GAC – ccNSO – GNSO - ALAC - SSAC
•Gyganet Symposium (Atenas – Rio de Janeiro)
•Reuniões locais e regionais (eLAC – eCommerce Latam (http://www.ecommercelatam.org/2010/index.php) - 2007 - 2010)
Neste contexto, os principais objetivos da Escola do Sul de Governança da Internet consubstanciam-se no incentivo a jovens alunos de pós-graduação e doutorado de distintas disciplinas ao debate de temas relacionados à Governança da Internet e sua importância para o futuro da Rede.

Assim, a Escola do Sul de Governança da Internet se faz fundamental para fomentar:

•A criação de iniciativas de formação de novas gerações de profissionais que participem da discussão sobre o futuro da Internet.
•A formação dos novos formadores de opinião sobre a Governança da Internet em toda a região.
•A motivação de jovens estudantes da América Latina e Caribe a envolverem-se com o desenvolvimento internacional das políticas de Internet.
•O aumento da representatividade da região da América Latina e Caribe no debate e definição da Governança da Internet.
